=== Lung overpressure injury === A free-diver can dive and safely ascend without exhaling, because the gas in the lungs had been inhaled at atmospheric pressure, is compressed during the descent, and expands back to the original volume during ascent. A scuba or surface-supplied diver breathing gas at depth from underwater breathing apparatus fills their lungs with gas at an ambient pressure greater than atmospheric pressure. At 10 metres the lungs contain twice the amount of gas that they would contain at atmospheric pressure, and if they ascend without exhaling the gas will expand to match the decreasing pressure until the lungs reach their elastic limit, and begin to tear, and is very likely to sustain life-threatening lung damage. Besides tissue rupture, the overpressure may cause ingress of gases into the tissues through the ruptures, and further afield through the circulatory system. Pulmonary barotrauma (PBt) of ascent is also known as pulmonary over-inflation syndrome (POIS), lung over-pressure injury (LOP) and burst lung. Consequent injuries may include arterial gas embolism, pneumothorax, mediastinal, interstitial and subcutaneous emphysemas, depending on where the gas ends up, not usually all at the same time. === Minimum wage === During his 2022 gubernatorial campaign, Moore said that he would accelerate the state's incremental increase to a minimum wage of $15 an hour by 2023. He also supports indexing the state's minimum wage to inflation. At the beginning of the 2023 legislative session, Moore introduced the Fair Wage Act, a bill that would accelerate the state's minimum wage build-up to reach $15 an hour by October 2023 and index the minimum wage to the consumer price index starting in July 2025, with increases capped at five percent per year. The Senate Finance Committee amended the bill to remove provisions linking it to the consumer price index and delayed the wage increase until January 1, 2024. Moore signed the bill into law on April 11, 2023. He also allocated $218 million in his first budget to support state service providers in keeping up with the accelerated wage increase.

The plans were bounced onto the Chief of Defence Staff, Field Marshal "Dwin" Bramall, over a weekend before publication on Monday, so senior officers had minimal time to drum up opposition in Parliament and the press. There was around three months of protest in the press, including from Bramall's predecessor Admiral of the Fleet Sir Henry Leach. Bramall obtained the concession that the individual service chiefs would be allowed to retain small staffs of their own and have a right of appeal to the prime minister. The changes took effect at the start of 1985. Bramall admired Heseltine's "great drive" and his "style, energy and vision about Europe", but was displeased at Heseltine's rudeness. It was not uncommon for Heseltine to summon him to a meeting early in the day, then keep Bramall "on hold" all day as he kept putting back the meeting, and eventually earning himself a rebuke for failing to display the respect with which every officer in the armed forces is trained to treat his subordinates. A number of senior officers spoke of Heseltine in scathing terms, for example for his self-centredness, to Michael Crick when he was researching his biography. Crick observes that with the exception of some defence chiefs, many people who worked with Heseltine came to "admire and respect him", although those who see him from afar are more suspect.
