In November 1936, and with the prospects of war in Europe increasing, the British government set up the Peel Royal Commission to investigate the causes of the disturbances. The strike had been called off in October 1936 and the violence abated for about a year while the Peel Commission deliberated. The commission was impressed by the fact that the Arab national movement, sustained by the committee, was a far more efficient and comprehensive political machine than had existed in earlier years. All the political parties presented a 'common front' and their leaders sit together on the Arab Higher Committee. Christian as well as Muslim Arabs were represented on it, with no opposition parties. The commission reported in July 1937 and recommended the partition of Palestine into Jewish and Arab states. Arab leaders, both in the Husseini-controlled Arab Higher Committee and in the Nashashibi National Defense Party denounced partition and reiterated their demands for independence, arguing that the Arabs had been promised independence and granting rights to the Jews was a betrayal. The Arabs emphatically rejected the principle of awarding any territory to the Jews. After British rejection of an Arab Higher Committee petition to hold an Arab conference in Jerusalem, hundreds of delegates from across the Arab world convened at the Bloudan Conference in Syria on 8 September 1937, including 97 Palestinian delegates. The conference rejected both the partition and establishment of a Jewish state in Palestine. After the rejection of the Peel proposals, the revolt resumed.
=== Macau === The Portuguese Macau government seldom interfered in the affairs of Chinese society, including with regard to regulations on the practice of TCM. There were a few TCM pharmacies in Macau during the colonial period. In 1994, the Portuguese Macau government published Decree-Law no. 53/94/M that officially started to regulate the TCM market. After the sovereign handover, the Macau S.A.R. government also published regulations on the practice of TCM. In 2000, Macau University of Science and Technology and Nanjing University of Traditional Chinese Medicine established the Macau College of Traditional Chinese Medicine to offer a degree course in Chinese medicine. In 2022, a new law regulating TCM, Law no. 11/2021, came into effect. The same law also repealed Decree-Law no. 53/94/M.
The official name of the country, according to the constitution adopted concurrently with the UDI in November 1965, was Rhodesia, which derives from Cecil Rhodes. The Southern Rhodesian colonial government in Salisbury felt that in the absence of a "Northern" Rhodesia, the continued use of "Southern" was superfluous. It passed legislation to become simply Rhodesia, but the British government refused to approve this on the grounds that the country's name was defined by British legislation, so could not be altered by the colonial government. Salisbury went on using the shortened name in an official manner nevertheless, while the British government continued referring to the country as Southern Rhodesia. === Japan === Japanese food distribution drastically decreased from the effects of World War Two and the country's economic shortcomings. The need for food during the 1920s and 1930s rose drastically as Japan's population and average lifestyle increased. Japan was importing large amounts of rice, sugar, soybeans, and wheat from its colonies by 1935, and had a dependence on colonial possessions to distribute food to her people. 95% of Japanese rice between 1936 and 1938, just a few years before major conflict arose with the United States, was imported from its colonies in Korea and Formosa. Only 2% of Japan's rice came from foreign countries. As war engulfed Japan after 1941, food distribution efforts began to suffer. Japan lost a tremendous amount of cargo ships and was surrounded by an effective US blockade for most of the war. Imports were down, which cut off Japan from its primary source of food. Rationing programs, ran by Japan's Central Foodstuff Corporation and Local Foodstuff Corporations, were an attempt to distribute food equally among the general population. Changes in tax collection and price control were also created to feed Japan, but these measures ultimately did not supply the Japanese people with enough food for survival. The average ration allowance consisted of a flour mixture which was often unhealthy and barely edible. Normal consumers age 16 to 60 received an average 330 g of ration per day in May 1943, and the situation only became more desperate as the war progressed.
