This is converted using N-iodosuccinamide and then fluoride to form 2-(2-iodo-1H-indol-3-yl)ethanol. This is treated with iodine, triphenyl phosphine, and imidazole to form 2-iodo-3-(2-iodoethyl)-1H-indole. Then, using 7-ethyl-2-azabicyclo[2.2.2]oct-5-ene and cesium carbonate in acetonitrile, the ibogaine precursor 7-ethyl-2-(2-(2-iodo-1H-indol-3-yl)ethyl)-2-azabicyclo[2.2.2]oct-5-ene is obtained. Using palladium acetate in DMF, the ibogaine is obtained. If the exo ethyl group on the 2-azabicyclo[2.2.2]octane system in ibogaine is replaced with an endo ethyl, then epiibogaine is formed. ==== Hydrogen ==== The isotopic reference frame of Standard Mean Ocean Water (SMOW) was established by Harmon Craig in 1961 by measuring δ2H and δ18O in samples of deep ocean water previously studied by Epstein & Mayeda (1953). Originally SMOW was a purely theoretical isotope ratio intended to represent the mean state of the deep ocean. In the initial work the isotopic ratios of deep ocean water were measured relative to NBS-1, a standard derived from the steam condensate of Potomac River water. Notably, this means SMOW was originally defined relative to NBS-1, and there was no physical SMOW solution. Following the advice of an IAEA advisory group meeting in 1966, Ray Weiss and Harmon Craig made an actual solution with the isotopic values of SMOW which they called Vienna Standard Mean Ocean Water (VSMOW). They also prepared a second hydrogen isotope reference material from firn collected at the Amundsen-Scott South Pole Station, initially called SNOW and later called Standard Light Antarctic Precipitation (SLAP). Both VSMOW and SLAP were distributed beginning in 1968. === Healthcare === On 11 January, Lula signed into law the "National Policy for the Prevention of Self-Mutilation and Suicide", created by the Health Ministry with the objective of giving mental health support for public security agents. On 20 January, Lula signed a bill, classifying community and disease control agents as health professionals. Also on 20 January, under pressure from religious entities, Lula created the "Department of Support for Therapeutic Communities", aimed at treating drug addicts; after the measure was criticized by human rights organizations, the Ministry of Social Development and Fight against Hunger announced that it would review the decision. The Brazilian Association of Mental Health had also spoken out against the measure in a repudiation note. On 8 March, International Women's Day, Lula announced the creation of the "Programme for the Protection and Promotion of Menstrual Dignity", which provides distribution of menstrual pads by the Sistema Único de Saúde (SUS) to people in vulnerable situations, below the Poverty threshold.
